Selection of
Baltimore for
headquarters was an interesting early decision. The campaign
started
out as a high flyer, doing a huge launch event; Harris had an element
of star quality somewhat reminiscent of Obama. The campaign built
up
organizations in the four early states and California. However,
the
campaign's Q2 fundraising fell short of other leading campaigns (+).
A problematic management structure, with unclear authority between the
candidate's sister, campaign chair Maya Harris, and campaign manager
Juan Rodriguez seems also to have caused problems. By the end of
October the campaign announced cutbacks in national
staff
and redeployed staff from New Hampshire, Nevada and California to focus
